Theory: The Citizen Satisfaction Committee Does Not Really Exist

This is a theory I've had for a little while now.

When you ask about the happiness of your town's citizens, Isabelle will always mention the Citizen Satisfaction Committee. Strange that you do not see any sign of it. No villagers or NPCs mention or even reference the CSC. That brings up the question; is it genuinely some organization that is really picky about your town? Or is it... A LIE? this is starting to seem like an article on some weird tabloid

I noticed that only Isabelle talks about it with you, which seems suspicious. If this is really a legitimate meeting of citizens, wouldn't they discuss it with the mayor? What reason would they have to only tell Isabelle, your meager secretary? The answer; they don't have a reason, because there isn't one. Isabelle is actively lying to you.

She is making up statements to encourage you to build the town in the way she wants. Since you have no way to investigate the matter, you trust her and do whatever she says. She is the true ruler of the town, while you are just her puppet.

Evidence: the quotes that Isabelle use are mostly from special characters that you only see once a year, therefore you have no way of checking that. What would Pave know about the town, since he only comes for Festivale?

There's a Pav? answer to the citizen satisfaction thing!? Never saw that one.
All I get is Tommy/Timmy ("so average"), Porter and Nook sometimes, and some I can't identify who is.
 
I kind of figured as special villagers they are head of the csc panel. But I was thinking of this conspiracy today. I love how if I plant one tree my town is no longer perfect. Like okayyyyyy. I wouldn't notice one tree irl. But okay.
I have had my snooty say they are glad we have good urban planning around my zen bench if that counts at all. I'm like urban...planning? Urban planning​ would mean a group of people not just me...but glad you like it XD
 
It's just an elaborate way of letting you know if you have perfect town status.

As an aside, I hate Isabelle.

Would the Toy Hammer work on her?

Note to self. Get Isabelle outside tomorrow, and play Whack A Mole with her head.
