Because that's not how the developers designed the game. They clearly didn't want people to get all their "dreamies" in one month.
Also, if they did that, there would be redundancy between both methods of acquiring new villagers. Even though they have the same purpose, they work differently by design. Could they cut one of the methods and stick with the other? Well, they could, but that wasn't their intention and it didn't match their views when they were designing the game. There is a reason why these things work the way they work.

there's a shop i've bought from on etsy that makes amiibo tokens!! they work just the same as cards. ;; they're miles cheaper and you can get multiple at once, and the price doesn't change based on the character!! so you won't have to pay $30+ for a marshal amiibo sdlkjgdsjh

So unless a person has amiibo cards, their best bet is the camp grounds. Now, if there was a 50 % chance of running into a villager in mystery island tours then it would make sense that the campground has a lower chance. But that isn't the case, you need to have a vacant house.

The mystery islands aren't there only to get villagers, they're just one of the three methods (because I forgot to talk about the third one: getting villagers through other people's voids). You're not supposed to find a villager there when you have 10 villagers on your island for the same reason campers won't show up every 3 days. It's a balance thing. AC is a slow paced game. People are forgetting that, apparently. They're wanting to rush through the game to find all their "dreamies" (I hate this term) as fast as they can, and that's incompatible with the game's design.
You need to understand that the campsite works in two ways: organically and via amiibo. It's there as a slow, organic way to get new villagers even though you have a full island. But you can also use it with amiibo to speed up the process.I can definitely understand why villagers won't appear on mystery tours if you're island is full, but the campgrounds is supposed to be that secondary method that works with a full island, but the way it currently works is just awful and flawed as it uses a bad form of bad luck mitigation.

We can even think - and it would be totally fair to do so - that the rate is that low because they want us to to use amiibo, meaning people would need to buy the cards that they planned to restock once the game was released (and that plan probably got delayed because of the pandemic, even though some people even here on TBT said they're restocking in the UK, I believe). That means more money on top of the game's sales + online subscriptions.
The natural campers kicking out any desired villager is an exploit, not the intended usage. The intended usage is that the game selects one random villager, and if you don't want them to leave then tough cookies you don't get the camper.It makes sense that they replaced the old campsite mechanic with NMTs. In ACNL, at least, you couldn't invite a campsite villager if you didn't have an open spot so they needed to make the campsite visits and villager move outs more frequent to encourage a constant cycle of villagers. NMTs basically achieve a similar function in that you need an open plot, and you can visit islands in bulk to make up for the 2 weeks+ it takes to get a villager to move out now.
The current campsite literally allows you to kick out any desired villager which is quite a powerful tool in the AC world so they have to limit that to some degree otherwise it'd essentially be encouraging players to kick out villagers left and right without a proper chance to befriend them. Amiibos being an exception since you have to pay for them which effectively trumps any in-game mechanic limitations imo.

Note that when you invite via Amiibo, the next day, you're chances of getting a campsite visitor is back to 0%. It caps out at like 20% or something at 7 days. Amiibo invites resets your %I haven't had one single camper that wasn't invited through amiibo--I didn't realize my luck was that bad in that regard!At least I have consistent shooting stars.
