I let go of Apollo/my last starter and he didn't give me his photo either.

Pretty sure you have to cycle through 16 villagers in your town before getting someone back.

I always assumed the cycle was through once they showed up on main street.

Nope, over half of my villagers show of there but none of them ask to move in.

When the cycle is through, the game deletes the data that that villager was ever in your town, so they would stop showing up at mainstreet.
