i think everyone has diffrent opinuions about the best towns villigers but i would have to agree with agent s, chrissy and francince (you can't let them split up can you)

The only nice villager in your list is Kid Cat, otherwise I would consider your line up one of the worst.
Just to make it bearable I would add Leonardo.

In my opinion, though, I think the best town would have my villagers, which is my town.

Personally, none of the villagers you listed interested me, but that's my own humble opinion.
