well if charlise is your 10th villager, then no. you need to have only 9 villagers before you can invite someone else to move in. you'd need someone to move out completely before you can invite bones ins. sorry :/

well according to your list on your signature charlise would be your 10th. the only reason why bones won't move to your town is either:
1) you already had him and you haven't moved out 16villagers after he moved out
2) your town is full. either 10 pple or 9 pple + plot for the 10th.

10th villagers can only come through by:
1) you personally inviting them when they're in boxes
2) they're in your campsite and you invite them in
3) you invite someone's town who just voided a villager
4) you go to someone's town who just voided someone
5) you're in the same town as someone who just voided a villager
6) through street pass.
