First, go to the 3DS home menu and click the button on the touch screen with the square smiley face. Once you're on that screen, click the button in the top right and select "Internet". There you can enter a person's friend code. After you've added someone, go to your train station and ask Porter to leave to town. He'll show you a list of gates that are open, then choose the town you want to go to from there.
