Ok i was just watching tv and saw a commercial for Bowsers Inside Story and it stated "Play as Bowser for the first time"
I can name more than 3 games where you can play as bowser

I thought you got him in world 3.

Yeah, Boswer is gotten pretty early, so I wouldn't count Mario and Luigi 3 as his first playable appearance.

There is also Paper Mario 2 Bowser chapters, but I wouldn't count those, they're really just kind of a joke. XD
