she just left my house now after walking in.
Have you tried to do things for her that are challenging? Like catching a rare bug or fish? Sign a petition that requires you to go out of town? That's when Jay gave me his picture. I gave him a horned hercules and later when I got him a non-native fruit, he gave me his picture.

They can do both. Not sure if they can do it when they aren't leaving though (via mail).
I get her fruit and have gotten her bugs before, shes never asked for a RARE bug...she has yet to ask for the petition.
By hand, I don't know if by mail is possible..

What I find is that sometimes they don't always hand it to you after a task but once they move they send you a pic (I talked to Marina every day and no pic but when she moved she sent one; So did Blaire and Melba!) But I am sure you don't want her to move out of your town, so just keep doing her requests! I've gotten pics in mails than in person.
ya haha def not, especailly olivia and mitzi and whitney! I want their pics and do not want them to leave.
Use the reset method next time you give her an item, before you give her the item, save, then reset if she doesnt give you her picture and try again

Yup, so just save before you hand the item/fruit/fish etc over
then reset if they dont give you the pic
it only works if they are at the highest level though (which rosie is), got me Mitzi's
I'm not letting any villagers leave until i have their pics, so its really useful
and i have 2/10 now lol

It helps if she asks for an apple, give her a perfect apple. If she asks for any fruit, give her a perfect foreign fruit. If she asks for any ocean fish, give her a shark. If she wants any horned beetle, give her a horned hercules. Give her what she wants in its best possible form. If she gets ill, give her medicine every day until she's well (usually three days).
Tip: Save before giving her what she's requested. If she's randomly visiting you, your freindship level has to be high already. Once you give her the perfect fruit or the shark (or whatever) she may not give you a picture. Quite without saving to reset. You may need to reset several times before she gives you her picture. I don't think it's a guarantee that she'll give you her picture, but you can try until you get bored with resetting. I got Ricky's and Deli's picture by resetting after giving them something special that went above and beyond what they asked for.
I don't exactly have this down to a science (in fact I could stand to test it out a little more since it's only happened about twice), but if you're desperate, I have something you can try.
Next time you get a request that requires you to give Rosie an item (present, fruit, fish, etc.) save and continue before handing it over. To my knowledge, the villager's picture should be mixed in with a number of other possible rewards, so if you don't get it on your first go, reset and try again. (As it's randomized, it may take a bit of your time.)

Thanks! Think today I'll send out more letters... I forget who likes me, but I think I'm pretty close with all of them!...
I got so excited when Avery barged into my house(he's come over 2 or 3 times now) and then Sly came over once too. But no pics. When someone asks for a horned beetle I make sure to give them a Hercules beetle. When they ask for fruit I give them a non native fruit or a perfect apple. I was advised to send them letters everyday with presents which I have been doing(seems a good way to get rid of shells and the endless amounts of flowers I have). Nothing has worked. I haven't gotten one single picture. I read on I believe the nookipedia site to talk to them 9-10 times a day for 2-3 weeks then walk away from them for like 30 mins and when you go back if they do the running up wanting to talk to you they might give you their pic. Don't know how recent this info is or if it works in this version of ac though.
