I accidentally put the wrong adress for my mom's credit card when buying two games (she gave me permission >_>) Where would I report this, do I report it to steam?

if your account is locked or you can't use the visa, put a support ticket in on the steam support page. i'd link you, but i dunno what it is by heart, and http://google.com/ is right there.
if your account isn't locked, just try again. i don't think anything but the card number, expiration date, and security code apply. i use a visa card, myself, just bought bro land on sale. nbd.
