Okay, so a couple days ago I played for the first time in a couple of weeks and didn't realize I had only 8 villagers, so I wasnt expecting anyone to move in on the next day.
But turns out Sly moved in, but anyway, that's not the problem.

When I went to greet him yesterday he said that he moved in my town from a town called Persici or something, but I didn't visit any towns and definitely didn't invite him to move in! He's even singing his old town tune to me and I don't know what's going on!

I did have a visitor before he moved in but it was just for a quick trade. Do you think that that has anything to do with this? Is this something normal that happens?
 
I'm pretty sure he moved in thanks to StreetPass! You must have passed someone who plays New Leaf, Sly was leaving their town and then moved to yours. :)
 
That's so weird! I had no ideia that could happen, but it's kinda cool I guess haha
 
It could have been the visitor, too! If you host anyone while having 9 or less villagers, you can get villagers from the other person's void. If you don't want these, you'll have to either refrain from online activities while having less than 10 villagers or making sure the other person has a clean void. (even then, there's still a risk, it seems...)
 
Yep, the visitor has a memory slot with void villagers, as do you. They can be dropped into that slot during any visit, unfortunately.
 
I walk in this big city with my Nintendo on sleep mode (for the play coins) and I get villagers I didn't want ALL of the time because of Streetpass (even more so thanks to my sister's villagers she doesn't want).

I just have it turned off until I have everyone I want. I made the mistake of leaving it on and now I'm stuck with Leonardo in front of my Re-Tail. I would get a lot of what I like to call "streetpass trash". I kind of feel bad that they had to come to me because for all I know they could have been someone's absolute favorite villager.

On the bright side, I managed to get Lolly via streetpass in my old town who quickly became my favorite. Lost all interest when she moved out.

Yeah, I probably need to start doing that. I don't think I've gotten a villager I've liked that way yet, lol. It IS interesting to learn about people's towns, though (like their town names, town tunes, and some of their names, like when grumps go like "I had this strange dream where (villager name) came into my house and wrote "feet" on my foot! I was so mad!! Oh -- (villager name) was a friend of mine in (town). I wonder how they're doing now...")

Hahahahaha, my wife has gotten 2 villagers from me this way. First, it was Fuschia. I thought she was SO rude when I first started playing. Well, this was before I realized there were different personalities so I was like, ugh, she needs to move out NOW. As soon as my wife started playing ACNL, Fuschia moved into her town. Sadly, I had deleted that town so she's stuck saying she's from Layton and still sings my old town's tune. Sweet girl. Second, I had moved Jeremiah out because I was helping a person get their dreamie. Unfortunately, she hadn't cycled through 16 villagers prior to picking him up. The next day, my wife was like, "Hey, Jeremiah is moving in!!"

This never happens to me because I always either have 9 or 10 villagers. It would've been cool to adopt my wife's villagers this way though. Her Gayle left and we both miss her.
 
ElderPlops - You can get a streetpass visitor if you have 9 villagers; the 10th villager is never game generated: it is always from another town's void/streetpass//invitation: via Harvey's campsite/intown campsite/another town's villager who is in boxes.

If your wife hasn't passed on Gayle to another town already, then she would still be in the void & in theory you would be able to still get Gayle, so long as you have an empty space.

I've liked all my villagers that have come via streetpass - includes Whitney, Puck, Iggly & Avery - they do sing their old town tune but not often.
I risk having my 3ds in sleep mode with a 9 villager town, cos I get no acnl streetpasses any more, I get the odd streetpass but they never seem to have acnl. Its still a risk tho.

I've only let one villager move up to now - Gigi, and did not want her moving into one of my other towns - I did the 'trick' of visiting a town with 10 villagers (plus I knew there was no one in their void, as it was one of my other towns) - up to now I've seemingly got away with it as she has not moved in elsewhere.

I really like that too! I feel like it makes the whole game more diverse somehow, and it's pretty cute thinking that the villagers have past and memories and all that haha
