Assuming villagers that move out can't ever move back in to the same town (as I've heard many a time)
What would happen if you play the game so long (or TT enough) and never keep any villagers, and have them all move out, until you eventually have had every single villager live in your town at one point.
Do you just like
Go down to the minimum villagers possible and then no one ever moves out or in?
No mroe campers?
Speaking of which, can you get the same camper twice, if you didn't invite them in?
 
The game keeps the last, like, 5 villagers that moved out in memory, and they can't move back in while in memory. After they get pushed out by others moving out, then can move back in. At leas that's what I've heard.
 
I've had villagers return to my town in wild world. I use to play with my friend a lot, and I had a squirrel who would move to his town and back to mine ALL the time. It was kinda funny, not sure if this still happens in new leaf tho.
 
Also, the old villagers that left visit the shops from time to time. I saw the very first one I booted out in Abels.
