There's a limit to how much you can raise your approval rating every day. Today I bumped my rating from fifty four percent to ninety six percent (some of the keys on my computer's keyboard don't work anymore) and ever since it raised that high, NOTHING will make it go higher...

Guess I have to wait until tomorrow to reach 100 percent...
 
Have you tried to save and quit and go back in? That sometimes works to get new villager requests if you've done all the other things Isabelle has suggested. I've gotten 100% in one day, so it's possible.

I ended up saving, quitting and sticking Pokemon Y into my 3DS x.x Still trying to evolve a pair of Karrablast alongside my quest to get my new town fully set up. Though Tortimer showed up today so I can start going to the island tomorrow. I'll have to pop the game back in and try to get that last 4 percent.
 
Honestly it won't be that hard if you wait a day, I'm sure if you talk to a couple of villagers it will go up to 100%, good luck on your quests!!
 
I don't know if there is a daily limit to the approval rating, with multiple towns I've gone thru this several times and the quickest I've done it is 2 days, sometimes its taken 3 days.

You get points for just playing the next day, - I don't think I got any just for saving and reloading.
I did what Isabelle suggested - I kept going back to her and asking - some things you could get points every time you got (trash out of river/sea) but some points you only got once a day (letter writing, note on bulletin board) - so basically I waited it out, at the most it took 3 days.
 
To be clear, saving and reloading in and of itself does not garner extra points. Saving and reloading has a chance of villagers asking for new requests, and fulfilling said requests may add points to the rating. Some requests don't seem to count, like when they sell you something or ask you to buy something, but other requests do (like delivering a package to another villager, visiting their house, or bringing them fruit, for example). It's definitely possible to get approval in one day, as I've done it several times with all of my towns (I've reset too many times to count, as well). Apologies if my original comment wasn't clear on that.

There's a jingle that plays when you've finished a request so you can tell the difference between what counts as a request and what doesn't.
