Should I get Julian or Marshal?

Depends on what you want. Do you want something cute, or something, as others have said, fabulous? If you want cute, Marshal. If you want fabulous, Julian.
I'd say Marshal, but it's your decision in the end.

I think some of people want/have Julian because he'd be fitting for a fairy-tale themed town, and because he has the unique unicorn design. I don't know if you're going for a fairy-tale town or not, but if so, that would be a reason to choose him.

Marshal is very cute with his facial expressions and all, and he has a rare sloppy theme to his house, so he might be more fitting for just a regular, non-fairytale town than Julian. His house exterior looks kinda modern, whereas Julian's looks kinda fairytale-ish.

I think I will get Marshal then, and might even invite Julian if I happen to see him at the campsite. I don't care which villagers are popular or not, I wouldn't sell any of them anyway, I would feel bad selling one of the animals in the game lol. Once ( way before I even found this forum), I looked at a list of villagers and found Marshal. I said " I want this one!" and only here I found out he was popular. I hadn't even noticed Julian but he looks cool! ( or fabulous xd). I've been resetting for ages and I've found Julian 3 times and no Marshal until now...
I don't like the other smugs, I've tried though.

Personally, I don't like smugs and Julian's character design bugs me.
However the top smugs I've encountered have been Hans, Marshal, and Kyle. :3

It makes for interesting stories as she says he's like an 40 years-old creepy bear with a 70's stache that is always wandering about close to her house. I have Marshal in a side town, he was a random move in. I like him well enough but I prefer O'Hare. I don't care for Julian at all. I'd say go with who ever you personally like most, popular or not.

What if I told you I looked at the full list of smugs and thought most of them were ugly? Eugene appeared once at my campsite, no way in hell I'd invite that thing to live in my town u_u I already have Cobb, Pippy, Moe, and Gayle that I like a lot and that are not that famous. I had Limberg and Broffina for 5 months before I let them go too. I should not have villagers I don't care about just for the sake of being different. N'importe quoi u_u
