I've never been blocked by my villagers either, but maybe that's because I do most of my terraforming while they are asleep. Must be confusing, suddenly waking up next to a river...

If it were my island, all it would have taken was me sitting down on the bench next to them and getting my camera ready to take a photo. I tried to get a photo with Poppy earlier because she was the first to sit on a bench I placed and she jumped down immediately and walked away.

I had a similar experience. I used to have Naomi and she would all the time sit at the top of my incline and block me from going up! She would also do yoga in the WORST spots. (i.e. the middle of the main walkway or the top of the incline)

yes she does! I love her though, she’s one of my favorites so she’s forgiven.
