if i were to have sceptile i would give it grass whistle to put a dangerous foe to sleep so that it can use swords dance to get its power up or switch out to another Pokemon and let them power up while the opponent sleeps then take it out. If Venusaur were my choice i would give it sleep powder to do what sceptile does but instead of boosting my attack I would raise its evasiveness until the point where it becomes untouchable! But i'd go with the Venusaur (it might be a little bit slower) but i think it's movepool is better
sleep powder has better accuracy over grass whistle
so i'd give him the moves; sleep powder, double team, solar beam & sludge bomb
and ev train him in hp & special attack, owh and a modest nature (if you are an ev-trainer)
though i'm not really sure if you should choose Venusaur, because Sceptile has a great speed stat ..
but if you just need a pkmn to get your opponent to sleep and then raise your evasiveness/attack i'll go with venusaur, but if you're looking for a fast attacker then sceptile is your best option

Actually, Yeah, that's a good Idea. I'd use it Temporarily because of it's 100% lowering Accuracy effect. But yeah, I didn't think about that. Sceptile can learn earthquake, amirite?
That would be better not only in power, but alo because it's a physical move
