I think it means all rocks aren't permanent, essentially. If you haven't eaten a fruit, they act like money rocks and pop out random material but if you eat a piece of fruit, you can shatter them like ore rocks. Then they likely respawn the following day in a different location.

Rocks appear to be pseudo-permanent.

Thank GOD because after NL I learned to practically hate rocks, so much so that whenever I edited the town in the save editor I just erased all of them.
