Rock garden help!!

What can I do to have some rocks spawn up in here!?

First smash all your rocks, then put solid color mannequins(example: red) everywhere and fill up all the gasps so the rocks can't spawn, if you do it correctly then they will spawn up there, when your finished edit the mannequin to a different color(example: blue) and bam! all the mannequins are gone and then the rocks will be up there!

Yeah what is said above it explains it a lot better in the video than trying to explain it here. Its complicated. Trust me I understand the frustration because I know from experience.
