Requirements for Perfect Town Status

Is there a certain number of stuff I need in my town for a perfect town status?

Also what things can increase or lower a towns rating?

You need to have a certain number of PWPs (I forget how many is the exact number), around 75 flowers and 200 or so trees. Also there can't be any garbage, weeds, or items on the ground. The beautiful town ordinance helps tremendously.
 
The thing most people struggle with is that you can only have 110-200 trees. It's very easy to pass it as you already start with about 100 trees.
 
Having the beautiful town ordinance keeps your environmental rating up by lowering the amount of weeds that appear and all but eliminating trash. Farm lots of flowers and plant a bunch of trees, and fill your town with pwps (I'm always either at or close to the 30 pwp limit). I think clearing the beach of shells and coral that wash up might also help (not sure though).

With all that, I've had and kept my perfect town status since almost the beginning c:

Yep :P I've also been traveling to my other town a lot lately, and you can't use the bfm when you're not connected to the internet.
 
The hardest part for me was keeping the balance of PWPs to trees. It seems like every time after Isabelle said "The residents want more public works projects!" and I'd implement one, immediately the day after she'd say "The residents say there isn't enough greenery!" I'm sure there's a golden ratio, but it was a pain to find.
 
Ok! I have about 5-6 pwps. How are you suppose to count he trees? Also do saplings count as trees? (The day first planted in the ground)
