Hi, Sorry for the late reply.
First of all, you need less than 10 villagers to adopt someone (an empty slot), I scan a villager into my town, you come over to my town and talk to the villager, you offer your town for the villager to move to. if you have an empty slot, they'll appear in your town the next day.

I know I need an empty slot, lol. I do have one, I kicked someone out not too long ago, unless someone’s already moving in without my knowledge lol.
I can’t head over right now, but when would be a good time?
(I know we have to add each other first)

My time zone is mountain Standard, (it's 4:18 pm) I'm available until about 6 then I'll be gone until 9pm.
I'll be on and off all day tomorrow.
