Ok can I start freaking out now?
Cheif's house is EXACTLY WHERE APPLE'S USED TO BE. AND CHEIF HAS LIVED HERE ALL ALONG. I'm wondering if this game was hacked or something. This is highly suspicious and if somehow this game was hacked I will refund everyone's reserves and purchases in full. This is creeping me out and I'm going to do a little research. Will keep you all updated with my findings.
So, I just picked up a secondary copy of AC:NL, and decided to check up on the town. It's in serious disarray, appears to have been recently made, and some time travel done in it (it's August 4th in-game!), and there's a note on the town bulletin board saying "I dont know how to play this". I'd like to give these villagers new homes, so I'll be selling them. They all appear to be 100% original. Reservations will be taken in BTB (still working out how much reserve costs are based on tiers) and I'm in the process of posting BTB prices. Going to work on getting all these lovelies boxed and out to new homes as soon as possible, so I can create my new town.

I should note, if you buy villagers in IGB, you're going to have to make two town trips: One for pickup in Sparta (Town with the Villagers) and one for bell dropoff in Lune (Lune is my main town.)
I'm not sure what you mean by reserving 4. (If you mean 4 villagers then no, only one is currently not reserved. You cannot reserve villagers that have already been reserved.) Also, if you already have 10 villagers you cannot ask a new villager to move in.

Phoebe (ヒノコ, Hinoko?) is an uchi ostrich villager who first appears in Animal Crossing: New Leaf. Both Phoebe's English and Japanese names are plays on the mythical phoenix--one of the Japanese words for which is hi-no-tori, roughly translating to "firebird". Her initial phrase is most likely a reference to the sparks that come from a fire. She appears on the album covers for K.K. Parade and K.K. Salsa.
Phoebe is an orange-red and brilliant yellow ostrich with spotted wings. Given her name, coloration and the Flame Shirt she wears as her initial outfit, it's likely that she is supposed to be a mythical phoenix. Her appearance is somewhat similar to Rio's, another female ostrich that appeared in the early games in the series.
Phoebe is an uchi ("big sister") villager. She will have a tendency to be blunt with the player, teaching them how to "always win at fights" and ways to relax. She will also act like a caring big sister to the player once they become close friends. Phoebe may get along with jock villagers who share her love of sports, and lazy villagers for how laid-back they are. However, she may conflict with snooty and cranky villagers, who spread rumors about others.
Phoebe's house has a variety of furniture with similar color to her, which include red, black and blue-violet. She has a Gorgeous Bed, a mini squelchoid in her house, a glass-top table in the center, a fireplace, an electric guitar, two simple sofas, a poinsettia, and a backgammon wall (wallpaper) and checkered tile (flooring). She has a turntable which plays K.K. Flamenco.
