So I reserved Chrissy, as I need a peppy villager, but Rasher is just taking up my space, he is unwanted by my town, and ironically he gets into fights with all my villagers, I don't understand why he just won't leave, my town is atm Beau, Merengue, Ankha, Julian, Melba, Apollo, Jacques (who also needs to leave), Tia, Marshal, then Rasher, he adds no value in my town, not to mention how ugly he is!
Rasher please leave!

There are a few things. You can hit him with a net, push him, or just flat out ignore him. Also, I find that instead of flat out rejecting requests, you should ACCEPT them and then mess it up! I found that helped more. Hope this helps 
You could always TT him out if it comes to that 
also just be nice to him, treat him like anyone else in your town! that's what always works for me if I'm not time traveling. Ignoring them slightly also works for me but for some reason it's slower....anyways good luck!

You won't make him want to leave if you bully him. I know it's frustrating, because I wanted to do that with Becky but then I read that it was worse if you did that. So I'd suggest you just ignore him or TT day by day until he tells you he wants to leave.
sorry i didnt really elaborate on what would be best to do if you want them to move.
like i stated earlier - bullying them keeps their friendship with you neutral. for a villager to want to move the friendship level either has to be realllly meh/low or really high. for it to be low you just gotta ignore them. but this only works if you greet them once, then never talk to them because youve gained some sort of friendship by talking to them (& you can't really reduce it).. so really, as some others suggested, just befriend them and try to treat like theyre you're favorite.
i know it sucks to do if you dont like their design, or dont like them overall - but it works.

Villagers ask to leave about every 3 ingame days. All you can do is either TT till he pings or wait till he pings. Both methods require luck so don't expect him to be the first to ping.
It's really hard to get out your latest move in though, and I'm convinced that your latest move out wont ever ping to leave. So if he's the latest then just get Jacques out first.
Also if you TT do be careful, it's easy to lose a favorite character if you aren't constantly checking everyone elses ping situation.
