How do some people show their current residents when they post on here and show town rules?

No, you have to find the pictures to add them to your signature...I think you have to have them on a server like PhotoBucket to do it, too.

No, if you wan't a signature with a picture you will have to create one and save it on an image hosting site and add the URL to your signature.

How do you get the pics?

If you saw the post right before yours, there was a link. I tried it as of 22nd (when everyone said it was down) at 10pm PST time and it works now.
Then you'll need to make a signature through Google Docs, PowerPoint, Paint, GIMP, whatever. Because you can't post a lot of images in your signature. You'll need to make them one image for it to work.
