This is why I've become so paranoid everytime I'm playing. When I boot up the game for the first time each day, I create a new character just to see if anyone have moved in. Today I found a plot. Gruff was going to move in. I was like "Aww, hell no!". He had plotted in a very awkward place, so I decided to shut down the game without saving and create a new character yet again. This time, he was all gone! :O Is that normal? So, if I was gonna load the game with my mayor, would Gruff have plotted permantely?

Yes if you had loaded up with your mayor I think he would have been permanent.
In my experience if you have 8 villagers new plots can show up any day and the villager is random unless you adopt a specific villager. I've not had a random villager plot at 9 unless it was a voided villager from another town.
