Quickest way to move a villager out

The past is obdurate
There's no fast way to get somebody out sadly, it's all entirely random. I've moved out a lot of villagers and I've found whether you talk to them or not they still ask to move randomly...
What you ca do is go around everybody and speak to them once, then tt day to day until you get a ping, if it's a villager you want to keep obviously stop them and go back to the current date, check for pings again, then tt 4 days forward and repeat.
I always do 4 days forward and back in my main town and by speaking with them all first and going back to the current date you keep on speaking terms with them, which allows them to ping and stops you losing anybody you want to keep.
This works best at 10 villagers though, as they tend to move more frequently when the town is full.

I only wanted 1 visitor to move out, and I ignored him and occasionally wacked hi mwi ha net on the head. I don't know if that sped things up or not though.
but I've seen people recommend actually increasing friendship with the villager you don't like, on the theory that the game increases the odds of your higher level friendship villagers moving out... (don't know whether it's true though)

It is. I literally only talk with Mitzi because I want him out. I try my very best to do his chore and so but avoid talking to my other villagers unless they thinking of moving, then end up none of them will talk about moving as I been ignoring them to the lowest and the highest friendship Mitzi has finally pinged out.

I have also found that sending letters to everyone, except the person you want to move out, helps. I'm not sure if this is a fact though. Other than that, I would agree with what other people have said about befriending them.
