Quick question about campsite visitor

Does anyone know if the random campsite visitor can potentially select your most recently moved in villager when you invite them to your island?

It's random. You can make them choose another if you quit the game before you end the conversation.

Right, but I wasn't sure if they'd choose the most recent villager similarly to how natural move out thought bubbles worked.

They can pick any villager, doesn't matter if it was the most recent or not!

They can pick your newest! I got Zell as my 10th and then a week later he moved out cause Olivia wanted to kick him out.

Yes, they can definitely pick your most recent villager. Raymond kicked out Al when Al was my newest move-in!
