Rescue Service Question

I have a question about rescue service. What are the chances of Don answering the phone instead of Resetti? I’ve only had him do this 4 ish times. Most of the time, Resetti answers. Is it luck based? Is there a small percent chance of this happening? Is it random? Or does it depend on whether or not Resetti is at the cafe? Also, when Don is the one who answers, he’ll answer for a while if you continue to call rescue service. It kinda makes sense. But idk. Does anyone know how long Don is the receiver for when you call him? 45 minutes? An hour?

I find this to be really confusing. Please give me some clarification!

I think it's usually used for when people terraform and as they're making an area, they get stuck, by terraforming it in a certain way, like making parts of the island unaccessible to others and don't wanna ruin their design by knocking it down, so use the rescue to bring them to an area they can move about in.

How I use rescue service:

When I’m out swimming and I’m too lazy to swim back to shore.
I’m too scared to walk to a location on my island at night out of fear of a possible encounter with a tarantula/scorpion.
I want to go somewhere quickly and I’m too lazy to walk there myself.

A valid time I actually had to use rescue service:
I set up an incline project for my castle, and I got stuck between Lloyd and the castle gate. Whoops.
