It depends on several factors: how much space you have, how much capital you have, how much time you're willing to put into buying the turnips (it gets tedious), and how much you're actually willing to "lose".
1million bells seems like the standard. That's almost a whole locker full. If you want a full locker, that's 1.6-2mil depending on Joan's selling price.
Q2: Can you go to someone else's town to buy very cheap turnips?

Q3 : Based on your experience, how much profit do you earn every week by selling turnips?(Please post the amount of turnips you sell.)
For a whole locker full, I spend about 1.8mil (assuming Joan is selling at 100 per turnip). That's uhhhh 18,000 turnips (100 turnips per slot, 180 slots). If I sell them at 500, I make 9mil, which is 7.2mil of profit.
I usually sell at towns buying at at least 500 if my pattern doesn't spike.
Q4: Will it cost me alot if I buy more than 100 turnips?
Again it depends on what your concept of "a lot" is. But if you mean if the price will increase the more turnips you buy, then no.

Should I be checking my Retails every day to see if there are good prices for people? If there are, do I post a giveaway in Retail, or does it have to be in the Train Station? And I'm assuming only post if the selling price is 400+ right?
You totally should! I usually check my own but my turnip prices suck most of the time, so I end up relying on reddit. Whenever I catch a good turnip price thread in TBT the slots are either always full or I've just sold all my turnips elsewhere. xD
It all goes in the Train Station, I believe. I've never seen turnip prices threads on Re-Tail. The Train Station also has a Turnip Price thread, and people post there to look for good prices. o:
