Questions about the 16 villager cycle!

I'm really sorry if this was asked in another thread somewhere, but I just can't find it when I search for it. >.<

So I have been cycling villagers (slowly and carefully as possible as I have dreamies in the same town) to be able to get Poppy back. I've kept track of how many villagers that have left since Poppy left (to the best of my knowledge any ways lol). Is it the amount of villagers to leave AFTER Poppy left that I need to keep track of or is it any villagers including before AND after Poppy to make the 16 cycle? She was one of my first 8, so I am unsure.

I know that after a certain amount of moved out villagers, they start to appear on Main Street (after what, 5? 6?) as I see a lot of villagers I've had before up there. When you see them on there, does that mean you are close or getting close to be able to have them back again? And also, once you stop seeing them appear on Main Street (like permanently), does that mean you can invite them to move back in again or?

Sorry for any confusion or if I'm asking complicated things. >.< I would really appreciate any information about this as I want to be sure. I might be closer than I think or maybe not at all lol.

It's 16 villagers since she left, not a total of 16 since you started the game.

I've heard that when they stop appearing in your Main Street, it means you get them back. I don't know, though, and it's always seemed to me like it would be easier to keep track of the villagers you've moved out in some other way, like writing them down.

I keep track of who moved out by saving their letters in the order they moved out.
