If I have 9 villagers.

And I have the mayor's house and 2nd players house.
Can I get a 10th villager ?
( and no, I'm not talking about a camper villager )

Yes.
In my sisters town (only 2 player's houses), I thought you could only get a 10th villager if you had the campsite or you invited someone to move in...
But a Streepass villager moved in as the 10th villager. I don't know if a random 10th villager can move in, but a Streepass can.

Of course! Having your mayor & other residents does not really affect having 10 villagers or not..
