Question on unlocking terraforming

Hello all,

Do I absolutely have to place down blathers tent to be able to unlock terraforming?

I really like the museum in the tent form but I kind of wanted to place it near my pennisula but I have already higher island terraforming around the pennisula so I wouldn’t be able to place it where I wanted without being able to terraform it down first. Just wondering if anyone knew it was possible to still unlock terraforming before initially placing his tent down!

as long as you don’t give him 15 insects or fish, you’re good. You just need 3 stars to get terraforming and can still get it by decorating a lot and stuff

The whole town score thing is based on points so trees, flowers, furniture (especially the outside type), fences, bridges and inclines, and buildings all count toward it.

Ah ok. I want to wait until I can terraform to place his tent down. So I can get a 3 star island by just decorating alone? I wasn’t sure if you “had” to place his tent down to progress the campaign/unlock terraforming. Thank you
