I know I could try this myself, but it seems lengthy just to experiment, so I'm hoping someone else knows the answer...

If I invite Villager A via Amiibo, decide I don't want them, then do the 3 consecutive visits with Villager B and move them in....if I go back to Villager A afterwards, will the game remember I've already invited them once or will I have to start over and do all 3 visits?

In my experience, the game remembers all the visits. They don't get reset if you invite other amiibo or skip a day or anything.

Yes, the game remembers all the visits.

What's also neat is that the villagers you let leave and recruit back will remember you and will be excited to see you again! I let Sherb and Audie leave to be babysat by another user in order to get their real houses (instead of the starter house) and when I went to get them back, they remembered me and were excited to come back to my town. (This does not apply if you get a "new" Sherb or Audie, which makes sense since they don't know you)

Good to know.

I invited Goldie two days in a row, and totally forgot I was waiting for Daisy's amiibo card to arrive.
Totally forgot I had decided not to move Goldie in.

Almost called her a third time today when I remembered. >..<

@John Wick It wouldn't have done any harm to invite her a third time if you realized you didn't want her. You have to actually invite them to move in after you invite them to the campsite. So even if you scanned her in, and even if you gave her the third DIY item she requested, you would still have had to ask her to move in. And even then, I think if it gets to the point where she asks who she should replace, you can still back out.
