Question about villagers moving

It's been a while, so I can't exactly remember how this works. I tried Googling it, but I couldn't find any sort of answer.

Lets say I have a villager in boxes, and my friend wants that villager to move into their town. However, this person's town has all the villager spots filled with nobody moving out any time soon.

If this person were to come to my town and talk to the villager in boxes, they would still have the option to let my villager move into their town by booting a villager from their town (of their choice), right? This is how I remember it working, but maybe I'm just confusing it with how inviting amiibo into your own town works.
 
Sadly, no, it doesn't work that way. In order for your friend to invite a villager from your town, they have to have an open spot in their town, meaning they must have fewer than 10 villagers. Even if they have a tenth villager in boxes, it will not work. They can talk to your villager in boxes, but the villager will not give them the dialogue to ask them to move to their town.

Yeah that only seems to work in New Horizons where if you had an empty plot and someone had a villager in boxes moving out, you can go to their island, talk to them, and then they can move on your island. Its a complicated and confusing thing to understand I will admit.
