Question about villagers from StreetPass

I want to know something about getting villagers from StreetPass... recently, I happened to StreetPass someone who has New Leaf, and today, I decided to do the villager reset trick to see if there were any villagers because of it. It turns out that today, there is a plot for Hazel, and this would be my tenth villager. This means that if she were to move in, I would need to get rid of another villager if I want a new one. I am not really happy about this, especially when I have never seen the most recent villager try to move out (Hazel is OK, but still, she's not my favorite). I didn't save, so I can keep doing the villager reset trick for the time being. I would like to know a few things:

- If I keep resetting, is there a chance that Hazel's plot will never appear?
- If I time travel to yesterday, go to someone else's town, and adopt a villager that's in boxes, will that take precedence?
- Is there any other kind of trick that can prevent Hazel from moving in?

1. No, her move-in is assured.
2. If you ask another villager to move in, it'll remove Hazel from the queue.

Thanks for the answers! I wonder if I should just keep Hazel after all; she's not that bad (it's just that I already have an uchi villager (Diva)), it's less trouble than finding villagers that I want on the Villager Trading Plaza, and there are a few villagers in my town that I kind of want to get rid of anyway...

And of course, I have to be really careful to disable StreetPass when I have less than 10 villagers in the future...
