Question about villager cycling

How will you know that when it's time for villagers you previously had come back?

I see these villagers I gave away to people long ago walking around main street now (Ed, Alice)

but idk if that is telling me anything

some people say that they don't appear on main street anymore, but i've heard people say that they gave away appear on their main street. i say they won't be on main street.

Any villager that moves out of your town,whether through adoption or voiding, will appear on Main Street at some point.Once Phoebe stops appearing on your Main Street,that's a fair indication that you've cycled though enough villagers to get her back.If she hasn't started appearing on Main Street since you lost her,then she has a ways to go before she can come back.16 villagers have to move in and out of your town before Phoebe can come back.
