Question about the 16 cycle

I hope I word this correctly. So if the first villager moves out, you enter the 16 villager cycle, am I correct?

But if a second villager moves out, does it start a new cycle? Or is it all part of the same cycle?

Basically what I'm trying to ask is, will you be able to get all of the villagers back after 16 cycle, or only the first villager that moved out?

so lets say you had 17 villagers move out, the first one to move would be made available again

Each villager that moves out has to go through their own 16 villager cycle before the they can move back into your town again.

The villager won't appear on mainstreet anymore as soon as the cycle is over.

The cycle applies to each villager that moves out, it's like they have their own individual cycles. When a villager moves out, you need to move out 16 villagers after that one to move them in again.

For example, if you have a villager who moves out and another villager moves out immediately after that, you'll have to move out a total of 17 to do it for both (16 for the first, and then an extra one to make it 16 for the second one as well).
