Question about second town?

So I have a question about my second town. Technically it's my GF's town. She never plays her AC game so her villagers have begun to move away. Tonight Timbra is moving out. Before her Puddles moved away. So she'll have two open villager spaces tomorrow. The only person she streetpasses or ever visits is me. My town has 10 slots and to my knowledge there are no villagers in my void (I don't think anyone has ever moved out of my town, unless I had some starting villager that I forgot about).

My question is, how soon can I expect for plots to start showing up in my GFs town with no streetpass and no visitor activity? Is it random? If I want to start plot resetting her new villagers, should I log in with a new character every time just to be safe? How low can the villager population get without having a new plot?

The longer you have eight villagers, the more likely you are to get a random move in on a given day. I believe by the time a week has passed you're guaranteed to get a move in the next day. So yeah you should check in with a new character every day just in case, and remember to save the character even if you don't see a plot, because one could still pop up when you log in with the mayor. You won't get a random move in once you reach nine villagers.
