There is a theory that if you shut off your 3ds completely instead of just closing the animal crossing game, it breaks the pattern and generates a new set of plots that are more likely to appear. Hope that answers your question!
If it keeps going in the same area it means you already launched the game with an already existing character, which means you can't plot reset anymore.

I didn't know this was a thing, but it sounds right - Marshal kept parking his house within a few squares of the same place in a near-empty town, I couldn't understand why.
Are you sure you haven't loaded on any existing characters after 6 a.m.? Or maybe you don't have enough empty spaces in your town for a plot to go on different spot?
If that's not the case- Try shutting off your 3DS system then start over like Patypus said. I do tgat once in a while when I'm plot resetting.. Wish you luck!!

yeah they like certain spots... i turn off my ds completely when that happens. after i plot reset my most recent villager who tried to plot next to my police ststion 90 oercent of the resets i put a pwp there to make future recidents not try to plot there
