Question about moving villagers

So, I decided to restart my 2nd copy so I could try and find Flora for someone. They ended up being one of my starters and now I have a problem... they won't move. Actually, NO ONE will move. O.o Still have all 5 starters and the 4 random move ins, for a total of 9 villagers.

Here's what I have done so far:
- Got development permit
- Have 9 villagers
- Picked an ordinance
- Built a PWP
- Doing day by day TTing for the last 2-3 months in-game

What am I doing wrong? It's been quite some time since I've cycled a new town, so I dunno if I forgot to do something. I did try to ask a few friends and sadly none of them have a clue. :( They did mention a few possible things, but I did all of them and this isn't an already established town, like my main town is.

Any tips/advice would be appreciated.

UPDATE:
- Did the tutorial things (aka how to do the basics in-game) (forgot to mention that I did it before)
- Paid off my 1st house loan (and not just doing the down payment)
- Unlocked Island

Update 2:
- Villagers are now moving, FINALLY! :) So, it looks like I just had to unlock the Island to get things moving. Thanks again everyone who tried to help me out.

Have you talked to all your villagers at least once? I think you need to introduce yourself to everyone before they'll think about moving. Have you unlocked the Island, too? I've heard of people having trouble moving out villagers because they haven't unlocked the Island yet.
 
I have no personal experience with this and I've only heard this from other people, but talking to your villagers and going through the 'tutorial' supposedly fixes this problem. Apparently, they'll tell you about the basics of the game and once you've finished all of those dialogues, villager should start wanting to move out. But don't quote me on this!

I've talked to all my starters once, but not the random move ins. Think I need to talk to them too? Damn, I completely forgot about the Island since even in my main game, I haven't gone to it in FOREVER...

How do you unlock that again? It sucks being rusty as hell. :/

Yeah, I went through the tutorial stuff, which I thought was part of getting the development permit? I should add that in since I did actually do that. It's like I said, I'm soo rusty, that it's not even funny... D:

Nevermind about unlocking the Island. I figured it out. XD No word if anyone has moved yet. Will update this when I find out.
 
I don't know the exact status of your relationship with your villagers, but lets just say I once let a Frita move in... ignored her for a long time and she never 'pinged' me for moving or any request.

Same goes for the extra characters in my town that have no relationship with the villagers at all. I'm pretty sure you need to talk to them at least once or twice, if you didn't already after you got the advice above. :) Some kind of relationship is mandatory for pinging, I'm sure a cycler can tell you this better than I can. ^^

I haven't talked to any of the random move-ins, but I did talk to the starters once. When I used to cycle more, when I didn't care who moved out, doing day by day was fine so I didn't rely on pinging. But, you are right that you have to have some kind of relationship with the villager if you want a ping. While I do want Flora out, I don't care if the others move.

- Unlocking the Island was what I needed and FINALLY villagers are moving! :D Thanks for your help everyone! I'll ask a mod to lock the thread now.
 
Huh... I didn't know you'd have to unlock the island to get them to move out :o I'll have to keep that in mind once I start my second copy's cycle town!
