Question about moving villagers in using cards

Simple question: Does the 16 villager rule apply to cards? I want cube back but 16 villlagers havent left yet. Just want confirmation on this.

I'd assume it does, yeah. I think if you use a card who recently moved out, they might just not give you the option to move them in. Like if you were to talk to someone who is moving out in someone else's town, they'll just think out loud. Saying things like "Now, where did I keep that book?..." etc.

Um, actually, I just confirmed that the cards do override the cycle. Just invited Poppy into my second town with the lamp while she was wandering Main Street.

I can confirm as well. Roscoe has been wandering my main street (lost him to a time travel accident .-.) and I invited him, he's now moving in.
