I've been trying the "Ignore completely" method, and for MONTHS it's almost impossible to move a villager out. When I give up I actually try to befriend them, they actually decide to move out.
Right now I'm trying an experiment with Frita and Moe (Befriend Frita, and avoid Moe like the plague)
But yeah, does the ignore method actually work? I've only talked to Moe once (That's introducing myself to him)
