Question about moving in villagers

If you already have 10 villagers, are you required to have a plot available before you can move in a villager from another island? Like you'd have to try and kick someone out first? Or can you still get the villager to move in even if you already have a full island?

Campsite villagers can remove a current resident, but I dont think villagers from other towns will.

Pretty sure if you have a full island the only ways to get them to move in is through Amiibo (where you get to pick who moves out) or through random campsite villagers (where they will choose someone to move out). Random islanders won't appear on Nook Miles Tours and you won't be able to take them from someone else's island if you have 10 residents, you have to have a plot open.
