Question about Moved Villagers

So, I noticed that the only villager I?ve had that?s been voided when moving out is ALSO the only past villager I?ve seen pop up in my shopping district.

Will only voided villagers show up in your shopping district? So, not villagers that you were able to move to a different town. (Also, this is excluding the villagers that are currently in your town that will pop up in shops and things of the sort)

No, anyone who is currently in your 16 villager cycle can show up in your Main Street. Though it usually takes a while for them to start showing up. I know this because Whitney was given to another member on this site, and I see her there every day.
