Question about house expansion!

I don't exactly remember which expansion I'm on, but I do have the larger first floor and a small second floor. I just paid off the next expansion and can choose between making my upstairs bigger or adding another room.

My question is if I pick the upstairs expansion, will I be able to get the extra room later?
Or do I only get one definite choice between the two?

You can go in any order, but you can never go back. Some people keep certain rooms smaller on purpose - maybe to have a cozy den or a cute little backyard. I am a hoarder, though, so I knew I would eventually have all the rooms full sized!
