Question about Fertilizer

:Y Just wanted to know if one bag could increase the chances more than one pair of flowers producing a hybrid.
The o's represent flowers and the x represents where the fertilizer is planted. So basically again I'm asking if the fertilizer is going to affect just one of the pairs or if it can or will affect both pairs.
