Question about Cesar

I have Cesar in my town. He's a "cranky" villager, but in my town he's actually very sweet!

I read this on a wiki site:
"Cesar infact finds it difficult to socialize with any other personality including other cranky villagers. Sometimes he will come to your town appearing somewhat friendly especially towards the player. But this is rare."

Is this true? Did I luck out and get a really sweet Cesar?

I had Cesar in WW for ages, and he's in my friend's town now. I think he's actually really friendly. However, I would REALLY like it if he wore pants, because once you see his, um, lack of pants from the back, you cannot unsee it.

Cranky villagers have become much less cranky over the games. The name only really applies to them in the original game. Now they're just like...Mature, I guess.

I don't know about Cesar but all the cranky villagers I have (3 of them at the moment and I wouldn't mind more) all have had their crankiness meter adjusted to a mild level, compared to what they were in AC:WW. I love how originally cranky they were (oh how they enjoyed telling me off for visiting them at inopportune moments) and I do miss that. In AC:NL, they're really sweet... too sweet maybe.

Nintendo really **** the bed when it came to villagers "mean" or "cranky" personalities.

Nobody is even slightly rude or mean or cranky even in the slightest.

Oh yeah, I also noticed that Phyllis and resetti aren't mean anymore in the slightest. It especially bothers me that Phyllis isn't a grump, because that was basically all that gave her a personality. Resetti I can kind of understand, seeing as how you basically paid for his home.
