Question about Boxed villagers

I got my 10th villager today. Robin randomly moved in so he is "boxed" right now, but is it the same as if someone wants to move and is being boxed?
I personally didn't want Robin as my 10th villager and have the villager I want on my campground (from a scanned Amiibo).
So can I already have someone take Robin while he is "Still moving in" or do I actually have to wait for him to want to leave/or have my scanned amiibo replace him in 2 days.

There's a difference. Robin is currently unpacking. I don't think other people could adopt because he's moving in.
