question about birthdays & secondary characters

So my secondary character's birthday is coming up on bunny day. I've already TT'd to that day before to do the event a few months ago, but I didn't load up my secondary character, only my mayor. I heard you're only allowed one birthday celebration a year so does that mean since I already technically passed that day that my character wont get a party? Or does it only count when you load the character? I made my secondary's birth date my dad's birthday so I thought it would be nice to celebrate it in game too T.T

Also, do villagers ping secondary characters that they want to move?

I don't know about the birthday, but yes I have had villagers ping my secondary character telling them that they want to move.

Oh okay, cool! Is it enough for the secondary to say no or does the mayor have to stop them too? I want to start playing on my secondary as a change of face lol I just don't want anyone to move out on me ;_;
