Question about amiibo

If you had a villager that moved out, can you use an amiibo card to put them back in?
For ex a villager moved out of your town but they can't come back in until 16 villagers moved out. But if you scan the same villagers amiibo card can they come back without having to do the 16 villager move out?

Amiibo cards over ride the rule of cycling 16 villagers, so yes, you can use an amiibo card to bring back an old villager of yours . But they won't remember you or anything sadly
