i mean whenever you do the check and all you get is the pulse shirt does it count towards the upgrade to her shop

It does not count to the Basic theme and it will surely make you fail because pulse shirt is under the rock n roll category

i'm pretty sure it does count... did she look excited when you got the result? did she say you were looking good? it depends more on how she reacted than on what she gave you in exchange...

Do you mean you completed one of Gracie's Fashion Checks and she gave you the shirt as a prize? Yes. She'll give you a prize each time (clothing or furniture). After you've completed four Fashion Checks, she'll open up her shop in the Emporium.
