Public Works Project Problems (try saying that 5 times fast)

So I know villagers suggest PWPs, but that hasn't happened for the past idk how long. Is there any way to get villagers to do so or am I just gonna have to deal with it?

If you put a full inventory of items you can't give villagers, go someone were no villagers are, and stay there without any villagers there for 5-10 minutes, a pwp might be suggested (or catchprase, greeting, ect.). Doing that increases your chances of getting more pwp's suggested. Hoped this helped

Diving trick. It's what I'm doing right now. Fill your pockets with either flowers or money. Make sure there is no free space or items that can be traded. Jump in the water and swim to a corner of the map. Stay there for 5-10 minutes. Go back to shore and run around town until someone pings you. Talk to them. Keep doing this trick and eventually someone will ask for a pwp.

Nope. Even when I did they didn't suggest anything.

Or the diving trick like other people said
And if you want a specific one
I suggest trap the villager and when you wait 5 minutes
Go to him first if he not then find the other
